I can confirm that you can indeed increase the amount of ''tokens'' you can carry with skill points. And they seem to drop quite often aswell. So you can use your tools quite often. But you can't really spam them.

I hope its a good game i really want to enjoy it, though to me right now from what i've seen it looks a lot like Nioh but with less variety but that's what i see. Then again i have just given in and bought the game because i cant miss out on a from software game
