U.S ONLY? You can play now, just google tunnelbear
Use the free tunnelbear VPN, close steam first then just turn on the Tunnelbear VPN with Japan as the country and bam you can open steam and I figure you preloaded so it'll start doing the preload stuff to make itself playable and you're good to go. Mine took about 12ish minutes till I could open it. Enjoy. :>

We shouldn't be talking down to people about 'not knowing how vpns work' because some of us (In the US just to add) are doing it properly like we have with other releases and it isn't working. It's unpacking but is 'not available in my region' like others have stated.

Now, in my case for DMC5, I bought through a reseller, normal steam pre-orders could VPN with no issues, but the reseller codes took an additional hour or two to unlock. I assume this is the same situation. If you can't get it to work, try again in an hour or two is my only suggestion.

u dont need to download it with Tunnel bear just download a lil bit close steam and tunnel bear and satrt steam without tunnel bear then it will downlaod the rest without a VPN

used private internet access, connected to Japan restarted steam in offline mode and back to online mode and the game is unpacking now. been doing it for years :)

but why is my game grayed out while it is unpacking, as if its uninstalled on the jpn vpn, i mean that makes little sense,

Unless you're actively using the internet for things then that's not true. Mine has gone down to 490/500 MB and that's from refreshing this page to keep an eye on it. Playing Sekiro doesn't cost any bandwith since it's singleplayer.

well mine is unpacking right now on the japanese vpn but the game appears as uninstalled as soon as i connect to the japanese vpn, yet installed when im on my normal vpn, why is that? it unpacks on the japanese vpn though but not installed yet

Ah I'm Sorry then. It seems to not work for everyone but all I did was turn off steam entirely and it was not on my phone either although I did have to authenticate with my phone when I had to log in again but then it started unpacking and here I am no issues. I can't say why it doesn't work for everyone.

so how did your jpn vpn sekiro game look like? u preloaded it on normal and then you unpack it on jpn vpn right? and then you go back to ur normal vpn and play

Yeah I preloaded yesterday without any VPN then today I saw someone else mention Tunnelbear and about an hour ago I tried it and it started unpacking as soon as I opened steam with the Japan VPN.
