You can keep trying without them and win, eventually.
You don't need them to win but I find the decision to give you no way to attain them at the point you're actually going to be fighting her to be a bad one.
When you're fighting her as your first 'boss' and still getting the hang of the game, the second phase is extremely tense. You're reduced to sprinting around the arena in circles till the illusions end if you actually tried to use the Snap Seeds on previous attempts but failed.
My biggest problem with consumables in any game is that I always end up hoarding them and never using em. I decided to actually use them, burned through them in a few encounters and that was it. Back to sprinting around the arena waiting for them to dispel. On NG+, every time she summoned them I snapped them away which felt like the point.
