Yes, it runs on Windows 7.
I played DE on Win7 when it was released last year, a bug was introduced that stopped the game from running so I upgraded to Windows 10.
I now play on Win10, but I heard that the bug was fixed that stopped the game from running on Win7.
Just a note, you might need to update your c++ redistributables and I think theres also one optional update that Windows 7 needs. There's lots of info on the forums about this.
So try the game out on Windows 7 and if it doesn't work, ask for a refund within a few days. Just make sure you don't spend more than 2 hours in the game or else Steam might not give a refund.
