Yea a decent amount of it. The big mantis shrimp things can also drop it. It can also be obtained from fishing nodes.

Yes lots of it. Look at the beach just off of the main city for a few spots. Also when the tide is out (night), go into the starfish cave off that beach for a few more. Finally you can get it from fishing every now and again.

You get get some on the beach south of cierzo, by killing the lobster things there, and by catching fish.

Yes. What I do is exit Cierzo from the back (Enter the storage that's at the bottom of the lighthouse). That exit leads to the beach in the West.

If you go out at night or when it's getting dark, you can see the blue easier (it glows).

You usually get 2 from collecting it from the ground.

Shrimps drop it too

You can fish aswell.

And finally, if you go all the way to the south (or walk straight from the exit) somewhere by the end to the left there's a cave that you can only access when it's night since the water level drops.

From that small cave you can carve at least 4 more, plus the ones that shrimps might drop.

And if, after all that you still need some more, you can still fish in Cierzo or go to the center of the blue mountain where you get your mana. The exit from there will get you to the beach at the south from where you might collect the rest you need.

Just to chime in, collecting it from the beach is actually RNG. I've tried to 'gather blue sand' and gotten nothing but an azure shrimp before.
