Climsy.. WHAT THE F%$K?
Climsy's son fell through the ice and had to be taken to hospital with pneumonia so he asked for the day off. I said yes, and as a consequence he lost all respect for me and fell to 0 loyalty.

Can anyone please explain?

Yeah, even if you meet demands, you still lose loyalty.. Game is very broken and unbalanced.

Thing is the cop may lie to you and tell you some preposterous reason to slack off - if Jack lets someone like this go they may lose some loyalty. You have to carefully read and decide whether the reason is serious enough or just some made up excuse.

Thekillergreece - the new patch is up - should be comfortable to play with. It brings many balance fixes including a more professional roster. Take note that you should start the game to have a new and more experienced roster.
I get that - when whatshisface wants the day off because he left the window open and is worried a racoon might get in then I do say no to that, but a character's son falling through ice and needing to be taken to hospital in the closing week of November is a very good reason!
On the bright side at least you get to see your cops wear funny hats instead of their cop ones. :D

You gained respect because the cop was trying it on with some bullsh*t excuse and you called him out on it. If you would have said yes you would be a push over and would lose respect.

Except if they tell you a very convincing reason, the game punishes you which goes against logic.
That's what the purpose of my post is about. It makes no sense for a character to be happy that you refused to let him go to hospital because his son just fell through some ice and is dying of pneumonia. If that happened to me and my employer said no I'd be like "SCREW YOU" and go anyway. If the son-hospital-thing was a lie then it's not really in keeping with the game's overwhelmingly prevailent style of making it super clear when one of your guys is attempting to slack off, so seems unlikely.
