For example, in a building with two construction phases I create the model normally, then I create a collection called, for example, building1 and join the pieces of that phase, and then another with the name building2 and join his pieces, then I export it with an addon to create nmf (the model file that reads the game) and I already add it to the game.
Then I create the mtl file, which basically tells the program which texture file to use and other things, and in the building.ini file I put the characteristics such as inhabitants, construction phases, resources or roads, which is what appears in the list they have put above, also in renderconfig,ini they are added other characteristics, such link the model that uses the mod or the lights.
