where you put folder with the mod name which contains mod.json file, Paks folder and Resources folder. You don't put .pak files straight up into Mods folder, you don't put zipped archive here either. You are unzipping it into this folder
By selecting "open mod folder" in the game menu you will open exactly the place where you need to unzip your mods.
Except, the fact that they do work.
You just can't figure it out.
Has anyone ever told you the definition of insanity?
Just make sure that you are unzipping whole root folder of the mod, not just whatever is inside because you will break the structure otherwise and game will not be able to see the mod at all.
You just repeatedly saying "bro I did what you said and it doesn't work!" every single time someone explains the entire process to you again makes me think you made a folder called MW5Mercs/Mod (with no "S") or some similarly tiny syntax mistake that is actually the issue.
I will reiterate what I said in my own attempt, and bring forward a screenshot from it:

I don't want your word or promise, I want you to please take a screenshot that looks JUST like this and post it here. Choose one of the mods, inside your mod folder, inside your MW5 Mercs install directory, then take a screenshot of what it looks like inside that folder, along with the exact file structure leading to it.

Where the incorrect one was:

The better way to put it is thus: when you "go into" a folder for a mod, say MaxTonnage, you SHOULD see
1.) A file called mod.json
2.) A folder called Paks
3.) Potentially other resources depending on the mod
All this stuff about zip files/other archive format, or folders, or whatever, is largely irrelevant, as it depends on whether you're the kinda person that goes with "Extract Here" or "Extract to Folder"...
When you go to the MW5Mercs folder, you should see a folder called Mods (if it's not there, you create it).
Inside that folder will be all the individual mods' folders - not archive files, not Paks, but folders.
These folders should be called whatever the mod is - CoyotesMissions, NoJumpshipAnimation, MaxTonnage, whatever the modder decided on.
If you enter any given one of those folders, you should see the files and folders described above.
If you DON'T see these, then you likely extracted to a separate folder and left it "nested", which will prevent the game from seeing it. Your described situation is a perfect example.
