In my case, it was because I was running a dynamic VM in the background and apparently they didn't play nice. Once I stopped the VM, the game went back to normal.
You may check your memory at the time of the game and see how much is free. From the sound of it, that laptop my be used for work and things like cisco can sit in the background and use memory.
Though based on the flow, I'm not sure that is the reason, but it couldn't hurt to look.
It constantly locks in the start of the loading screen. Gives the failed allocate video memory message
I was running AMD driver 20.4.2, I re-installed an older version (version 20.3.1) and it worked. Doom Eternal started with lower resolution due to the install of a new (old) driver. Within the game I could set the video settings below 4096 MB. Now the problem is fixed.
