It worked for me. After setting frame rate limit the temperature was around 70°C.

Triple buffering is better than double buffering since it gives you the same framerate limit but is a bit less laggy, and I'm pretty sure I saw a triple buffering option in Eternal's menu. Gsync or Freesync are the best options if they're available, as they remove almost all lag except the time to draw the image. But not all TVs and monitors support it.
90 Celsius is pretty common for CPUs to handle when they're warm. I've had processors that could handle 95 C, and GPUs that could get up to 110 C "safely". If you keep the temps lower, you'll get more life out of it though. This random PC Gamer article suggests 80 C as a safe cap for long term use, with spikes of 85 C from time to time. This Tom's Hardware forum thread[forums.tomshardware.com] suggests similar numbers for your specific processor. But a couple hours here and there at 90 C shouldn't hurt anything unless you're planning to keep that rig for the next decade or two. This Tom's Hardware guide[forums.tomshardware.com] also suggests 80 to 85 C as a safe cap, but mentions that the 9900K doesn't even start throttling until 100 C, suggesting it can handle pretty high loads without damage.
Playing through a level, my framerates swing from 60 to 120 depending on what's happening on screen, and max temps are about 60 C on the CPU (i5 6600k) and 80 C on the GPU (R9 390). So what you're seeing is high for my setup, but mine isn't extremely overclocked or anything, and I'm sitting at Medium settings with minimal motion blur and no DoF, so I might not be utilizing the CPU as much as you. Max load is 80% for my CPU, while it's sitting at 100% on the GPU.
I would definitely look into better cooling or reducing any overclock you're using for better longevity, but I don't think you're going to burn up the processor at 90 C, especially if it's just an occasional spike.
Well I don't care that much about effects. I'm satisfied enough if game runs smoothly.
