At first it's harder but after you've mastered the loop Eternal becomes much easier than 2016. Just use your dash and don't try to play the game like you did with 2016 (rushing into enemies and thinking that Eternal has actual push forward combat) and you'll be fine.
I'd say UN on Eternal is harder simply because of the 30% longer campaign and less cheese strats but on nightmare it's so ez. The campaign gives you 30 extra lives. 30 times you can mess up and come back from the dead lol.
But yeah, the first 3-4 levels are insane in difficulty in 2016. After you get the gauss cannon everything can be cheesed tho if you want to do so, i never used cheap runes and boring strats in 2016 and tried to combo like clockner most of the time tho so i probably shot myself in the foot there and gave myself a harder time in my UN runs.
