Where do I get the Orbital Bombardment?

Apparently I found one early on (or I started with it) but I don't see anything in the entire tech tree about the mech skill. Is this something that can only be found as loot?

I was hoping that wasn't the case. The vast majority of my gear is purple with a few reds mixed in and that one is still white.

From my experience, rolling up new maps and sweeping them of all the bioanomalies was a decent way to gather up the lootable stuff. I think some things only come from the "eggs" anyway, and then killing off the swarms that they spawn gets you plenty of kills to have a chance for the other drops.
