The patch does work for the English version. First you need to change the locale to Japan using the Control Panel, should be in clock, language, region and then in location- administrative (this sounds like a big thing but will make little to no tangible difference and can be easily switrched back). Then simply download the patch and move it into your games folder, it will be in a zip folder go through this folder and pull the document out into the main game folder where the exe is. The use the 7 zip folder to extract. Try running the game and the starting menu should leave you in no doubt that the patch has applied. (The whole thing with the lcoale does not impact the patch but you do need to do this to open the game- the game will display in English)
