The user "Cal" in that thread is Kevin Choteau, the Game Director of Plague Tale, since they actually admitted it they may have messed something up, but the only patch after that was about the photo mode and the issue did not seem to be solved.
It seems to affect both Xbox One and Elite controllers, I have both Xbox One and the new Series X controllers, and a few third party ones, but can't seem to actually reproduce the issue, so personally I'm not sure if it's a global issue. But the magnetic triggers of Microsoft controllers do seem to miss inputs in certain conditions, especially if you quickly mash the trigger, I usually think such triggers(long travel, good feedback, sometimes miss quick inputs) are best suited for driving games instead of shooting.
