I believe you should hold RT to channel the sling and once it reaches your desired precision(usually maximum), release RT to actually shoot the rock. The same goes with Hugo's ability, hold RT to order the rats to go to your designated spot.
I use a Razer Wolverine TE controller, which is wired and with hair trigger mode on, if that makes any difference. I should probably try with my normal XB1 controller to see if I can replicate your issue.

There's two INPUT files there you can Open depending on which Option you choose ingame. You can OPEN these files simply by using a "NOTEPAD" app in Windows...look for the CODE line that has RT on it and change it to the Buttons you want to use instead, then "SAVE" the file before closing Notepad(Careful....this will all be Reversed to Unaltered if/when there's a Game Updated/Verfified, so you may want to SAVE a copy of this File?)
(Its prob this line of code your looking for?: "InputDefAdd THROW_AIM_MODE LB NULL" (the LB needs to be Changed to whatever button you use instead)
Tried with Wolverine while disengaging hair trigger, still works but I do need to remember to push RT to the absolute bottom, there's a fair chance I might miss that.
Well I can't seem to reproduce it so I'm not sure if it's a common issue...
You are technically much faster than using a controller mate.
I would suggest you stand still and wait for him to attack you, and dodge at the last moment.
At the start his vertical smashing will render his weapon into the ground, when he'll have a hard time pulling it out, that's when you have the time to aim and attack. As his armor goes off his speed will become faster and faster. When you are finally ready to do a headshot you can just do it if you are fast enough, or keep moving and dodging, he will stop once in a while, turns his back on you while talking nonsense, you'll be free to attack then.
Ironically I think this might be the only time in the game when the dodging mechanics actually works...
Hmm, I presume that OP uses a Xbox One S controller? So the RT input is fine but it somehow can't recognize the trigger input from these two Microsoft controllers, which happen to be the most commonly used, except sprinting? I don't know about the console version but the PC version might just mess that up somehow.
The latest patch adds photo mode but I guess the fix isn't there yet.
