1. Give up.
2. Quadruple check that you truly did get everything, I would take another look at the craftable accessories in particular. Do keep in mind that some outfits come in multiple versions, like Eriks Corsair one that has versions with and without the hat, you do need all versions.
3. Trigger the achievement again, for example by loading a save from before you obtained the last outfit and getting it/them again. Alternatively by modding your save to remove an outfit that can be easily obtained again, or using someone elses save.

I'll be that guy and say consider buying the DE.
Huh, guess i'll do this too, there's only like 7 achievments for me to 100% this one.
Just remind me, is there a way to skip cutscenes in this version?
I'm pretty sure there is away to skip them, but I played the game a couple of years ago for the last time.
