If you are looking for some other games to check out, btw, considering your tastes if you haven't already tried them check the Ys series (such as Ys VIII Lacrimosa, etc.), Code Vein, Furi, Nier, Monster Hunter, God Eater, and Star Ocean 4. If you haven't already played them, that is, then they might appeal to you.
For character interactions... If you want something that has romance and a female lead very similar to Shionne on many levels (personality wise, some elements of her past and situation, etc.) but superior romance/character development I recommend Ar Tonelico II for PS2 and pick the character Cloche as the female lead early on when it gives you a choice, but you obviously need a PS2. I can safely say it has some of the best romance and character development of any JRPG (actually has several story routes/heroines). Combat is interesting (might be too hard for most but there are tricks/cheese to get past any hard parts if need be). It doesn't feature a huge main cast, but the few it has are well done. Mentioning this game just in case that is ever an option for you.
Ys VIII Lacrimosa fills your Tales of Arise needs probably with several side characters but most of all excellent main cast with all of them being quite well done. They have good interactions and great combat. I've not played the newest Ys game, yet, so I cannot directly comment on that but of all the prior Ys games they are more for Souls like experience than Arise like experience with Lacrimosa being the exception much closer to Arise. I will warn you, though, the story is a bit lopsided. You get a TON of freedom in the earlier part of the game without significant story development until the last 1/3rd of the game, at which point it crams the majority of the story in the last few chapters (also you, literally, have to achieve the best true ending otherwise the ending is literally a massive ball of WTF fail, but that ending is actually very easy to get). However, main story pacing aside plenty of character interactions.
Persona 4 and 5 (on Steam) might fit some of your needs, but it isn't action based combat mind you (though the combat is well loved by many so it isn't bad). These are incredibly time consuming games to 100%, mind you, as they progress in a real life fashion on a calendar day by day basis... You attend school, outside school activities (per your choice), nighttime dungeons, etc. Can build relationships, etc.
It is too bad Star Ocean 2 and 3 aren't on PC... those would be instant recommendations, but they're for some other systems.
.hack//G.U. Last Recode is a bit of a stretch but "might" also be worth checking out. Basically a remake, on Steam, of the three original games plus an original addition. They play out as continued stories with data transfer to each one as they are basically one super massive game (which made combining them into one for the re-release quite easy). I'd look into it to see if it is of your taste as it is good but not for everyone and is a bit on the darker side.
Gujian 3 has some fun characters and a solid story with decent action combat. It is a rather not well known game that is surprisingly good but its story may also not appeal to everyone as it is a bit weaker than its characters.
If you have a Switch the Xenoblade series might be worth considering but they are not action based combat, necessarily, and Chronicles X (be warned) is more about characters than story as it has hardly any actual story unlike the other two. These games are simply immense, among the absolute largest in terms of sheer scale/quantity and at times quality (like Xenoblade Chronicles Definitive). They also feature a ridiculous amount of extra content such as 600+ side quests and lots of exploration, etc. and that might not be to everyone's taste so be fully warned before considering this if you even have a Switch.
If you want games that feature pure story and character development like Tales of Arise check out the Trails of series like Trails in the Sky or Trails of Cold Steel. Basically one super massive connected series with several of the games on Steam and more seemingly coming over. I will warn you the combat in some like Trails in the Sky isn't particularly complex or the best, merely getting an acceptable grade and the pacing can be a bit on the slower side but in terms of atmosphere/characters it sits up there with the best of them. The games are also incredibly meaty, especially entire arcs or the franchise taken together.
Legendia is another good option. And I still want Symphonia 2 on PC no matter how people hate it.
The rest need to be fully remade.
