Depending on what you mean the best? Story - legend of heroes easily beats almost any rpg, combat is good, but again every tales games combat is interesting and someone might like other series.
Honestly, Arise is the only tales game that i get super bored playing, combat pattern is very easy, not much to master and its super linear, nothing to explore, just moving along story. Boss fights are only thing that is interesting for me.
I'd say berseria combat is top in series, combo potential there is insane, also arise hybrid fighters like shione and dohalim dont really have ways to combo magic with martial artes, thats so surprising, giving all tales games before it had it like mandatory feature. Maybe they decided to keep that feature exclusive to rinwell only idk, seems like wasted potential.
I also enjoy vesperia and even symphonia combat, but they are objectively very specific to be called best.
Wait until you start getting your post-nut clarity and your recency bias will fade away.
This game is average, with the graphics carrying it.
Other games mentioned are also amazing.

That's...an unexpected take. You think the graphics in Arise are that great? And that said graphics are what make JRPG fans like it? I repeat; JRPG fans? That almost makes me think YOU haven't played many JRPGs, because outside of Final Fantasy, they almost never have much to brag about in terms of graphics, sometimes looking downright archaic. It's just not a thing most fans of the genre care about.
Anyway, OP, the game is not as good at the tail end as it is for the beginning and middle. But even if it was, I don't really get the point of trying to argue about which good thing was best. It's one thing to blast games that are just drastically over-rated or something, some kind of objective flaws like glaring plot holes or broken power creep, but there's too much subjectivity to try and split-hairs over this.
Slow, combat is too easy, movement is meh, and story is beyond overused.
It's an OK game.
