You dont have to wear the costumes, but owning the dlc is required to unlock those skill trees.
None of the dlcs are mandatory in the slightest. You can 100% the game + post game high level sub quests and its achievements without any of the dlcs on any difficulty, they just make it easier + add cosmetics or make it so you spend less time grinding.
Eh, it would have been great but I literally just completed the game without it. It's not mandatory, but I wish there was a way to get it in-game without paying.
I completed the game with not a single DLC. None of them are necessary. Some of them will make your life a lot easier.
Lastly, I really wish they did not put any DLCs into the game, it would have been infinitely better and more balanced without them.
Because that's the kind of person I am.
