Report a translation problem
If you look at the bottom of the pause screen, there should be a bunch of button prompts that do different things, and one of them should say "Edit Party" or something along those lines.
It'll open up a different menu with the party members and you can freely switch who is in the active party, as well as who you start off controlling (Shown by whichever character has the flag icon on them)
When you switch in combat it switches for that *one* combat, and then it defaults back to Shionne as second in the line-up after Alphen.
The order of party member doesn't matter though? The edit menu has the numbers 1 2 3 4 in order of up, left, right, down of the d-pad if you mean that.
I don't want to change every single combat. I want to change once and for my party to run into combat with the line up that I want.
Everyone is repeating the same thing, which I worked out for myself.
It's surprising that such a standard JRPG party feature is missing from Tales of Arise.
That's what you do to permanently change it. Just make sure you're not in combat, if you're in combat you only change for that battle, if you're outside of combat it stays like that.
And it will do what you want

I also checked Google first and the only things that turned up were temporary changing of the line up in battle :X.
