Goryo Favorite room change
I was just playing a casual game of Phasmo and I came up against a Goryo and didn't guess it right because it went from the basement in Tanglewood to the Living room. I thought the Goryo was fixed? I have a screenshot of the game statistics and it said Favorite Room changes, 1.

A goryo can still wander, regardless of their favorite room.

I think OP is saying that the favourite room was changed as it says so in the statistics.
Just wandering would not affect that stat.

When stuff like this happens, take screenshots of the results pages and go to the bug report forum.

To my knowledge the goryo is fixed, but I do know the cursed object can sometimes force a room change outside of the normal rules. Even with a goryo. But the only one I know of for sure there is the "I wish to be sane" monkey paw wish, as that randomly places the ghost in a new room and sets that as the new favorite room.

I'd personally question if Goryos are technically 'capable' of changing their room, but just forced to pick their current room. That kind of workaround to 'disable' a function is pretty common in gaming.. I've never thought to check the stats on my goryos so I wouldn't know, but every goryo I've had post update still stays in the favorite room they started in.

But to the OP, as the others have said, The ghost is not forcefully bound to one room- All ghosts can roam to other areas of the house. Most ghosts are capable of short, medium, and long roams (Or at least short and long, but able to pick somewhere in the middle when doing a long roam); This can let them roam quite a ways from it's room.

The Goryo specifically can only do Short roams; generally to whatever rooms are directly adjacent to their current room, and no further.

The basement in Tanglewood is directly adjacent to the living room- That hallway at the top of the steps is considered to be part of the living room, which would enable a basement Goryo to short roam to the living room, and do things in there before eventually returning to it's favorite room; this roaming behavior is not the same as changing rooms.

They did... sorta. It's in a separate post in the bug forum.

There's 1 scenario where that can happen legitimately.
If you have used the monkey paw's "I wish for sanity" wish it'll force a ghost room change as one of it's negative effects even if it's a goryo.
