I guess there's a random bug which can make the orb not appear in a client for some reason.
There are a lot of tiny bugs like this since Apocalypse.
No, they can't. Sometimes lights or snow might look like ghost orbs, but once you know the difference, it's easily distinguishable.
Obviously the Mimic has an ability to show ghost orbs, while not having it as an evidence, but those will follow the same rules as for any other ghost, who has orbs as evidence.
the most common problems with orbs though are either just looking at them, when they're clipping into some objects or that you might just have not the right room (either because you got tricked by a roaming ghost or it just changed rooms in an unlucky time frame).
So ultimately as others already said: Try to look into the room from different angles, preferably even moving around while looking at it. And also don't dismiss this evidence, just because you've looked through the room once, but rather try to check it every now and then, if you're waiting for other stuff to happen anyway.
In the SAME EXACT hunt, we had two of three players die despite being in a custom "friendly ghost" difficulty, which also made zero sense because friendly ghosts are not supposed to hunt whatsoever, let alone actually kill you (and yes, we double checked afterwards that it was, in fact, on friendly ghost settings).
Then we try again 10 minutes later, and surprise: ghost orbs ! Same room, clearly visible. I was a bit annoyed to say the least. :) and yes, two times exactly the same behavior.
There's something fishy here.
That's as if the ghost orbs do not spawn at the beginning of the game, but they'll spawn later.
