There is no excuse, other than the devs trying to take advantage on misinformed PC gamers who have seen HDR on poor panels, or doesn't know what it is, also BF1 and Far Cry 5 look great on PC.
Also like I said earlier, DigitalFoundry said that the HDR that is implemented in to the game is poor so I don't think we're missing much.
I never heard about your TV, so I can't say anything, but I recommend you to see HDR in a OLED screen if you have the opportunity.

If you are refering to this link, they are talking about lack of support from devs, and some poor monitors, not that HDR doesn't work well on PC, and like I said before, games like Crash can be played in the future, when HDR panels will be more common.

Also you said that PC has this problem, but even on consoles there are only a couple of HDR titles and again even TV's, not all have HDR10 , maybe 6 or fake HDR .
And you also said that we are not having a great feature, well for this game not really the HDR is bare minimal and as you can see in the video that I linked in Battlefield that HDR is great but still not well optimised.
And on consoles let's be honest, mkay HDR but you have games that don't reach 30FPS 1080p but you have HDR, look at BB on PS4 PRO it still has input lag even with the pro. So from my point of view they should first stabilize the FPS at 30 and 60 then reach 1440p and maybe 4k native and only after that HDR :D.

Wel you are right and wrong, BF1 looks better in many places with HDR but not in all :D.
look from 4:46 ... so HDR as a tehnich is great but depends on the implementaion as you can see in this example and overall the BF1 inplementation is one of the better ones :D.
I can't say about games in HDR because I don't have HDR on any of my 4 diplays but I did install a HDR TV and saw some 4k blueray movies and yes the difference is there :D.

The Xbox One X have a good list of games with HDR, including Forza Horizon 3 and Gears of War 4, that the pc ports doesn't have, the Witcher 3 received a patch recently to include HDR on both consoles, but nothing on PC.
That PC is better, including input lag, this is clear in my mind, no discussion, but this is not an excuse to not have HDR..This is not a PC vs console discussion, at least from my part.
And BF1 looks great, you just need to adjust the slider on menu. You can even watch HDR movies on PC with MADVR or HDR videos on Youtube.
Sorry but you need to balance the input lag resolution, color bit aka 10bit and Hrz 60+ to 144Hrz something that Oleds as great as they are can't do that, VA are grear but this is the best you can get now :D.

this here is the best you can get now at the end of 2018 and is way above any OLED on pure performance as I said again HDR is great but not #1 :D.
The PC doesn't have games with HDR because there are only a couple of games there and the console only have 4k that is fake by the way checker boarded and HDR that is all :D so of course they will push more HDR on titles because that doesn't inpact performance but will increase the high end market aka the OLEDS, marketing anyone :D.
No I would rather focus on implamenting on all old titles 60 FPS at 1080p and then go after HDR is not that important.
You have to enable HDR on Windows and then check if the video have real hdr on video quality, if it says 4k but doesn't say HDR, the video has no HDR. And of course, you need a HDR panel.
As an example, my TV shows a sign that says HDR when the same is enabled, but others doesn't say anything.
