Bad manners in-game?

So this is what I don't understand. In Dota 2 you can report people if they insult you and throw around cuss words but in CSGO that doesn't even work? Why?
If there are really annoying people in your game you can't even leave because then you get punished. Please include some kind of reporting feature.

lmao only valve would let you report people for cussing when all their games are rated 18+.

Playing an 18+ game where you kill eachother isn't a reason to be excessively rude. If you play sports on a competitive level you don't start swearing to eachother, do you?

I'm not just talking about cussing, I'm talking about people who insult you and teamattack you all the time. Sure I could block communication but then I'm not gonna hear if he has something game related to say.

lol, it's not like I'm not used to it to some degree. Counter Strike has always had a ♥♥♥♥♥♥ community. But I just don't understand why Valve has a system for Dota 2 which they don't use for CSGO.
