I think he means people who do not own CSGO, but still want to use the keys as currency in the Steam Market. Those people can't buy keys from the game if they do not own the game. Makes sense, I guess.
You can't buy them in game if you do not own csgo :/
No one is asking why you would sell them for that but why buy?

While here in the UK its £1.60 in game and £1.80 on the market (meaning in game is still cheaper) in other countries there are cases when it may cost more than it does in the USA. For example, £1.60 is more than $2.50 as far as I can recall, or at least it was at some point or another.
In say... IDK, Japan, it might me something like 100 yen to get it from the market, but 120 from the in game store. I dont know for sure as I dont know anything about how other countries handle csgo prices, but they vary from country to country.
Basically, tl;dr, Currency values vary by country, prices do too.
Those with supply of keys were less affected and actually gained money
