I used to remove the background and play on faceit never got banned. I dont do that anymore because It made me dodge a game because I couldnt connect!

If you are talking about the csgo main menu background no that will never cause a vac ban in any kind, people telling you that it will have no clue what they are talking about the only thing you are changing it's a video files.
To get vac banned you have to inject code into the game, or change value that you are not allowed to do. It's more complex then that it's just basic information I'm giving out to understand.
so yeah, modifying that is completely safe
just like modifying language of the game (to have more visible messages), the game's font, radiopanels, radar images and more
these files are not even packed into .VPKs! if you modify files that are inside .VPKs, that is going to conflict with sv_pure almost for sure.
sv_pure 1 won't kick you for that BC it's files that are not loaded into the game but I understand what you mean, maybe if sv_pure 2 was set it could do that but it's just a video file you change and its not even checking those files.
Should maybe do it if they hade sv_pure 2, not really sure why they are not using that.
