RTX 3080 Ryzen 9 6900Hx 32 GB Ram Laptop LOW FPS and LOW GPU USAGE!!

I have Asus Rog Strix RTX 3080 AMD Ryzen 9 6900 Hx and 32 GB Ram
I cant get above 200 fps stable. The GPU is working only at %30-%45. Also I can get 400fps in menu and in training t-ct selection. But in gameplay it just drops to 180. I tried everything, power plan, threads command, 3D settings, nothing works, I need some help

What power plan did you try ?
Ultimate performance ? Same as High performance
Try force the game to run on the Nvidia GPU if you have two GPUs
Try another Nvidia driver maybe

My all plans for high performance on windows and i am forcing the use 3080

same problem with my 3080 , i only have 20 30% usage on cs and on valorant for example same ...
But play a AAA GPU usage 100% without problem

I get much more fps on laptop with 2060 and i7 10875h :D
but it doesnt change the fact game is rubbish

Same. Laptop with rtx 3070ti 150W, around 200-250fps
