So why is Incendiary now worse than Molotov in every way?

Costs more, lasts 1-2 seconds less than the Molotov and doesn't spread as much as the Molotov.

So what's the point of this change?

Yeah that was the first thing I thought lol. It was already technically worse from costing more.

I think they just want to balance CT side, remember that rifles also cost more for CT side

After testing it I can safely say they're effectively useless, there's no point in buying them anymore. The kept the same damage time scaling, too, so instead of having the full strength and the end the damage is almost negligible. Unless someone is almost dead it's not doing anything.
