new players really should be required to learn the rules and how the cooldown system works before they play comp mode
make it part of a training course or something that you have to complete before you are able to play comp mode and make them sign off on it with a digital signature
all these threads by new players crying about cooldown bans could be avoided if they were forced to learn the rules because it doesnt seem like they are gonna do it on their own
