Normal 'competetive' mode is kinda bad since cs2. You need to win 10 games on each map to get a rank on that particular map.
10 wins in Premier mode to show your points , also wins from that mode doesnt counts as win for maps you played in competitive .
Premier and Competitive are separated .

after multiple wins still 1/10
I played that map after 15 days again ,I won match and game showed me again same rank and also 10 wins instead of 11 .
yeah just found out.
so wtf is this why did they change the system and how does it work?

You need prime account to be able to play the new game mode premiere.
The old competitive mode is still there but not used as much as premiere.
As I said earlier you need to win 10 games on each map if you plan to still play competitive mode.
While you only need to win 10 games in total in the premiere mode to start battle for Elo.
This change was implemented when cs2 got released.
On your last post with the image: click the premium choice instead of wettkampf.

Rank intervals are 5000 Elo increments.
Your ranks will be a colored number instead of the historical ranks.
You can no longer be sure it's a certain map you're gonna play, because both teams pick and ban maps from the map pool.
This mode has overtime if the game ends 12 - 12.
Said to be more "try hards" in this mode, but I dunno. Many has just started playing this mode because valve essentially funneled players into it because of how former competitive now works.
