Can't start up CS:GO (Updating configuration)

Game downloaded again.
Screen pops up saying Updating configuration.
Name turns green but then goes back to blue.
What's wrong?

if you don't like the tips from players who had this issue, why are you even here? uninstall those packages, verify the game's files or reinstall csgo - only 3 options you have. Other options will not work, there was a nice thread about his issue on reddit. everyone said: 1st option fixed the issue

u can try to delete steam.exe, or use old steam .exe
delete all files (not folders) from Steam folder, open old steam.exe

Close Steam then:
Open your Steam folder => Steamapps and delete your "downloading" folder.
Restart Steam, this should fix it. :)

I verified the game files > didn't work.
Deleted > Stopped playing for a few months.
Came back after around 8 months > worked.

Check for windows updates, updating windows solved my problems of all fixes
I deleted autoexec, reinstalled the game, opened as admin, closed everything that could interfere and nothing worked.
