Make sure all drivers are fully up to date on the PC. This is Windows 10, correct ?

Check for conflicting software. That sounds like it could be something that is causing the freezing/lagging.

Security programs like antivirus are a big one to take note of.
If this is a problem that other people are also seeing, including you and your friend, then the solution might just be to wait it out.
But I am not using any antivirus software. As long as windows defender doesnt count.
The only conflicting software in my mind would be nahimic. Which I have not installed on this pc.
But I am actually using carotDAV if you know what that is. It makes you possible to transfer files via FTP. But i can't deinstall that since I need it for school.
I will tell you if this issue occures again after the driver update which may take a while from now on since my brother needs the net for the next couple of hours without any downloads in the background.

If it is a file sharing program, you don't need that while playing CSGO. Disable it in the msconfig menu, and then you can just manually launch it when you need it. It does not need to automatically start when you boot your PC.
In MY case it isnt possible to kill the process via taskmanager. because the screen doesnt change. I can only see the windows bar. You need to click on that windows symbol and restart. You can open your task manager as much as you want but you dont see it on your screen.
After the usage of the FTP programm, I make sure to kill the process of it. I already thought about that.
That sounds more like a Windows issue, and not a CSGO issue. Are you sure this PC and OS are fully up to date ? You said it is a new PC, right ?
Exactly the PC is new. Windows is up to date. The only possible matter which i have not tested is the driver update
The PC is new but like half a year.
Your PC is very capable of running this game maxxed out. So we have to assume it is not the hardware, being new, although that is a rare possibility.
We can on one hand troubleshoot it as a software conflict, AFTER you make sure every device driver is up to date on it.
Not just Graphics drivers, but all system drivers. New computers often need much updating in this regard, and Windows can't always be trusted to get the latest drivers. This is why I get mine from the manufacturer's website of the PC or motherboard, download them, and install them myself.
I know exactly what you mean.
I am also having the suspicion of a software conflict.
The only driver which is not updated is the GPU driver.
