So yes, they don't mind it.
Sure, it's stealing assets, but it's a kids game and honestly it's probably giving CS:GO a little extra attention from those people.
Basically, it's not harming CS:GO enough to matter much.
Either that or valve just haven't heard of it yet somehow.
Besides, I don't think the game is sold on Steam, and if some website somewhere hosts it - it's not like you can just take it down.
