Not everyone can afford a pc you know that right?

altogether pc is much cheaper than a console considering that you have to pay for online and buy every single game meanwhile you can crack or play tons of free to play games with free online on pc
you could had bought a decent gaming rig for the money you paid for the PS4 pro

When CSGO first came out, I actually bought it on the PS3 and played it on console. However, there's a huge catch that I didn't expect. Unfortunately, on console there is no "aim assist". Even though there is an option and it is marked as enabled, it's very easy to tell that it isn't really working as movement and looking around feels very clunky.

Aim assist is also really important because controllers cannot match the precision that a mouse and keyboard can provide in a shooter. You do need the game to help you with your controller to move easily and aim but in CSGO on console that isn't the case at all. So I cannot recommend CSGO on console.

To answer your question though, yes you can play in a LAN on CSGO with console but you would need to disable P2P.
