Is there a mod that allows to access the rest of Tamriel with buildings and NPC's?
I know this is probably not going to happen but I want to use a mod that allows you to re-visit places like Cyrodiil, Morrowind, High-Rock, etc. etc. The reason I want to do this is because I think it would be awesome if you got bored of Skyrim, you go down into the other countries and do quests there. Basically a port-over from Morrowind and Oblivion, then update those textures. And add in NPC's from those games to the right places... Is there anything SIMILAR to this idea or would this be illegal for "stealing" models and putting them into Skyrim? Also, is there a mod that allows you to sail a ship like there was in Oblivion (Side's Sailing Ships Mod)?

Not likely. and besides, unless it was a team of very, very good modders, the mod would be ♥♥♥♥. However, the general geography for the rest of tamriel has been left in skyrim.

Ya, the reason I asked is because after messing around on Garry's Mod's workshop, I noticed 75% of the stuff on there is a port-over from a different game... So I thought if you took the models and shtuff (yes, shtuff) from the other games, you could insert them into Skyrim in their respectable locations... *sigh* oh well... I guess I'll just have to wander around Skyrim looking for shiz to do, and install random shtuff to do with all that shiz... Skyrim seems boring after a while...

just search tamriel, and check worlds in the filter and look through what comes up.

Lookup Morrowblivion. Proffessional modders who made morrowind avaliable to oblivion. They are now making morrowskyrim, which is in alpha, bringing morrowind's graphics to Skyrim. Beta will be in march 2013. Their next plan is to create SkyOblivion or something like that, bringing Oblivion to Skyrim. That won't be for awhile though. Note: Morrowblivion is completely finished, so look that up if you want to play morrowind on oblivions engine.

I had heard of Morroblivion when I was looking for a mod to open up Oblivion for Side's Sailing Ships mod, but I ended up using Under the Sign of the Dragon instead... But that's cool that they are making Morrowind and Oblivion into Skryim, I will have to keep my eye on these...

If you are looking to go beyond the borders without putting a modded floor under the terrain, you may keep falling. So to prevent that, you would need to use the console and this command: TCL. The terrain outside of Skyrim is really ugly and does not represent the continent at all though. Some parts, especially areas below Cyrodill, are not modelled at all.
