Also adoptable children who are orphaned during gameplay are handled by the Ophanage quest, if they aren't adopted quick they get packed off to Honorhall.Not sure how that works its all rather complex but its a separate quest.
To make them move into a custom house it needs appropriately tagged child chest, , idleplaydollmarker, at least 2 marked child beds, a child bedroom marker and a child sandbox marker and a child practise dummy. Oh and hide & seek x-marker headings outside linked to loc type centermarker which are also used by the. tag game.
Last but not least you need the following mod which basically makes the adoption quest mobile so you can move them into mod houses. The mod includes instructions for modders which tells you everything you need to do to make the house adoption friendly

when creating new children to be adopted the easiest method is too copy an existing one then change appearance, dialogue,etc.
