The cloaks, gloves, and hoods are only worn automatically in cold weather. That's the part that requires SKSE. If you don't have SKSE, NPCs will still wear the clothing, but they won't take it off or put it on dynamically.
Yes, it's just some regular armor included with Wet & Cold.

You also need SKSE for SkyUI. SkyUI has Mod Configuration Menu (MCM). Wet and Cold has it's own MCM that you can use to configure the mod. Managing it's featurs (actually, managing features and option for most popular mods) is quite complex process without it. You could select your options from Wet and Cold MCM, if you had that.
Most modders assume that players are both SKSE and SkyUI. They also have a good reason to think so, seeing that memory fix and MCM are almost essential features for majority of modded games.

You could turn them off from MCM I mentioned. You would require SKSE and SkyUI for that - as said, most mod authors assume that peoples are using them.
