Niefelheim can cast that trivially, for the other two nations you'd need to rely on empowering, indies or events.
Anyways I think mass flight could probably do the trick. I believe arrow fend does help against stuff like fire darts but I am not entirely sure. Rain is a big spell to cast as it will make the enemy mages put out less evocations but you don't have water access naturally. Keep in mind while 1000 troops is great to break the walls down, you can just send in 5 commanders equipped with items that give them protection against fire, have them cast self flight, and then they can just attack rear. Against Ubar you might need shock resist too.
In fact there is pretty much never any reason to storm forts with your entire army. If the enemy has a large army in the fort you can usually starve them out / force them to attack you out of the fort, and if they just have research mages then you can send in a small group of elite units / commanders do do the job.
A bunch of skelespammers can also probably beat the fire mages, just place them far in the back and make sure they cast air shield / mistform / ironskin so random arrows don't snipe one of them by luck.
