About accessing water, there are several options. Sea trolls is one of them. Undead legions is another.
You could also try it with a powerful Super-Combattant (for example a fully equipped Earth King).

A solution I commonly use in single player these times is to build hordes of Vine Ogres, they do the job either on land or sea.
In terms of winning a single battle underwater, the best option is just to spam as many Water Elementals as is physically possible. Even a W1 mage can go Summon Water Power > Summon Water Elemental if you give them 2 gems. If you can get about 10 W1 or W2 mages all casting Summon Water Elemental a few times you can usually take any UW province.
One question I have is at the end an Erinya was attacking all my commanders. Is that a spell another kingdom cast on me, or did I do something to provoke it?
"The Kindlly Ones" is a Nature/Fire spell that summons the three Erinyes (Alecto, Tisiphone and Maegera) into the world. They're assassins which attack commanders of other nations semi-randomly every turn, although one of them specifically focuses on Blood Mages and another specifically focuses on commanders with a high number of kills.
OK SO how do you STOP/kill them?!
