You are better of recruitting better priests rather than trying to upgrade them. Going to water and summoning bishop wish will get you H3 aquatic priest which you can get to land with the help of some air breathing items.
However, if you just want to achieve H3 during combat to cast divine blessing, you can use communions to get extra magic levels to cast the spell. Communion bonus works only for priests that have a magic path in addition to the priest skill.
There are actually four Holy +1 items:
Immaculate Shield (F3S2, Constr-8, unique)
Sword of Injustice (D4, Cosntr-8, unique)
Sword of Justice (F3S3, Constr-8, unique)
Crown of the Shah (F1A1, Constr-2, Ragha only, unique)
The main use for them is of course claiming thrones. With Immaculate Shield and the Sword of Justice, even an indy priest can claim a throne. Since items can be teleported through labs, this is very convenient when playing on large maps.
Only if the priest has mage levels. An H1 indy priest does not benefit from a Crystal Matrix, but an F2H1 Ermorian Flamen does.
Small nitpick: This isn't actually possible without some trickery. The Sword of Justice is a 2h weapon and can't be used with a shield unless you get an extra arm from somewhere. The Sword of Injustice is a 1h weapon however.
* Nations with native H3 priests have a substantial advantage that's not easily replicated: they can capture thrones and cast divine blessing without prophets or fuss
* Nations without them need to think carefully about what to prophetize and where to put that prophet
