Prior to last week, it was bugged and was closer to 30% (since around release I believe).
However you still need at least some undead command to keep the reanimated dead stay in the field, so you may need to get the undead leadership bless if you don´t have undead leadership nationally.
It deserves special mention if you have sacred death mages in your nation (i.e: Lemuria, lanka, sauromatia, helhiem, LA agartha, Ashdod, Scelaria etc). Death evocations - clouds of death, shadow blast, dont damage undead -- clouds of death can be really fun - gradually turns their army undead who bolster your front life with chaff and attack their friends. And again because they dont damage undead, you dont have the friendly fire problem that a lot of mages can cause when 'summoning' souless with the reanimator bless. Still at the same cost as reforming flesh i'd rather have that, but when you are doing LP's sometimes its nice to get style points :D
