Items don't generally stack with themselves, so having two skulls should not give double the XP.

The bonus does not stack with another champion skull but does with other ways of boosting a commander's XP like entering the various sites or fighting in a battle. It's possible to greatly accelerate XP gain by making a thug and wiping out a lot of PD, each melee kill gives XP but there is a limit which I'm not sure of.
