I feel like Illwinter makes a new Dominions version pretty much when they want to alter fundamental mechanics and balance. E.g. you couldn't have added simultaneous turns in a Dom4 patch because everybody would scream bloody murder about how that changes strategic balance, but when you're making a different game it's okay. (Anyone who likes the old rules better can just keep playing the old game--it still exists, whereas old versions of Dom4 sort of cease to exist when a new Dom4 patch comes out.) Even Dom3->Dom4 stuff like rewriting the Invulnerability spell from E3 to D3 and making magical weapons bypass Invulnerability would probably have been seen negatively by those who liked the old mechanics, especially in the middle of a game. (Can you imagine losing access to Invulnerability on your E3 caster on the same turn you have a big battle?)
And then once they start fiddling around with one rules change, they get ideas for a bunch of other fun rules changes (Cataclysm mode! customized blesses! recruitment points! pretenders can sometimes gain magic when dying instead of losing it!) and do those as well, and that inspires content changes like new nations and creatures and abilities (like Unsurroundable and works-anywhere-Immortality) and changes to old content (cheaper Wraith Swords). But if it were JUST new abilities and content changes without rules changes, I suspect these things would just be done as patches instead of as new games.
In computer programming terms, Illwinter uses semantic versioning. They increment the game's major version number when they add breaking changes. :)

Just a better game overrall. I don't know anyone that played Dom 5 and got back to Dom 4. Everything is just better.
I tried to play Dom 4 again. It was ugly, less interesting, less fun. I don't care about the money.
