The Blue bar signifies that a unit has accumulated a significant amount of Fatigue.
The Green bar signifies that a unit has been Poisoned.
My guess is that it's kind of a way to tell, at a glance, the status of units which don't appear graphically on the main battlefield (in the way that other status effects such as Burning, Chilled, Asleep or Petrified do).
It seems that you have beaten me to it. I agree with your assessment, it does seem likely to be the case.
On a side note, when a spell is shown with blue text (on the screen where you can assign it) what does that mean?
(1) The amount of red on the unit stats screen is proportional to the absolute value of the damage taken, not the proportion relative to full HP. A dragon who taken 15 points of damage out of 100 HP will have as much red as a human hero who's taken 15 points of damage out of 16 HP total.
(2) If you press 'c' during a battle replay, you'll see colored squares reflecting teams, plus red (and blue/etc.) dots telling you how much damage each unit has taken. In this view, each red dot is 20% of full health. If a unit is at four red dots it is almost dead.

Thanks. Yes was wondering why the red bar didn't seem proportional, or the others which threw me off a little. Good to know about the second part!
