Can we just stop with this "console = dumbed down" fallacy already? This was true in the PS2 era because consoles simply lacked the processing power to run all the variables PC games could. This isn't the case anymore. Age of Wonders 3 was a PC-only release, and Planetfall is no shallower than AoW3. I've found it's deeper in many regards.
You're talking about story threads and personalities in a strategy game and telling me this game is "braindead action-strategy"? Since when have story threads and personalities been pivotal to a strategy game? I'll admit the leader personalities add a little something to the Civ games, but objectively speaking, they're far from necessary.
I'm going to say this once and only once, and I hope that some miracle brings every naysayer here to see it:
AGE OF WONDERS: PLANETFALL IS AN AGE OF WONDERS TITLE. AGE OF WONDERS HAS BEEN AROUND SINCE 1999. ALPHA CENTAURI WAS ALSO RELEASED IN 1999. IF THEY WERE GOING TO COPY ALPHA CENTAURI, WHY DID THEY WAIT 20 YEARS TO DO IT?
PLANETFALL IS NOT COPYING ALPHA CENTAURI. PLANETFALL IS COPYING AGE OF WONDERS 3, THE PREVIOUS TITLE IN ITS OWN BLOODY FRANCHISE.

I also own Civ: Beyond Earth. Although I enjoyed the game, AOW: Planetfall is a much better game.
I thought BE was okay but just was missing a lot of... "Something".
I have never been sure of what it is missing. At least I can point to why I don't like Civ 6.
And yeah, I enjoy this more than BE
