I prefer the PC version which I guess would technically be the 2000s era gamecube version. Modding has always been a fun hobby for me and it's amazing to see what the modding community can do to an old game. Without modding though, I do prefer the models for Sonic Adventure DX (although I'd use Dreamcast textures on PC). Functionality is a mixed bag since I know the original 1998 Dreamcast version is less broken in some areas while the 2000s Gamecube edition is flawed, but thankfully that's fixable in the PC version. And finally, the idea to include Metal Sonic as a playable character for 100% the game is such a fantastic idea that I believe they should at the very least, include that as a reward in any future Sonic game. It definitely gave me more of an incentive to 100% the game than the Dreamcast version did.

So long as we're talking about the GameCube version, DX is by far the best one. Future ports of the DX version are full of problems that mess things up and make it worse to play. The game is notoriously buggy, and it's all because of these ports. However, the 2004 PC version can easily be made the definitive version with mods. Not to mention the GameCube version has bar none the best Chao Garden due to utilising the GBA instead of the VMU and bringing in elements from Adventure 2's chao garden into Adventure 1's, while future ports only did the latter for obvious reasons.

I can't exactly put the Dreamcast original above the GameCube version either because of other major problems with that version which were fixed in all future ports - it's only 30FPS as opposed to 60, cutscenes can't be skipped making replaying the game and even going through some of the character scenarios (especially Tails) feel like a bit of a chore at times, music resets when changing areas in the HUBs, load times are longer and is also much harder and more expensive to find. IMO not worth it when the GameCube version exists which is far cheaper and is playable on the Wii.

Graphically: Dreamcast is a lot better, DX removed and downgraded a lot of the lighting and effects
Gameplay: about the same as far as I can tell, though DX does have more glitches my bad I was wrong there, while dx does have more glitches it does have skippable cutscenes (thank god), 60fps, playable metal sonic, and a better chao garden

I would recommend modding DX with something like BetterSADX

The Dreamcast version is the best Sonic game ever made. DX is a heavily-flawed port.

The original 1998 build of the Dreamcast version (NOT Sonic Adventure International) and the PC version of DX with the Mod Manager's "Complete Dreamcast Experience" mode and Retranslated & Classic Icecap music mods installed.

Grew up with the Gamecube version and I loved it to death, I got all the emblems ( though a buddy had to clear some of the missions for me, specifically making those jumps on the snowboarding level ) and I replayed it countless times through out the years.... I have no frame of reference for the Dreamcast version other than some videos.
I am however playing through the Steam Version with the "Better SADX" mod and with the Dreamcast conversion, and so far...yeah I gotta say I kinda like this a lot better, visually speaking. I know what i'm playing right now is essentially the best of both worlds, but I think i'd take SADC without all the SADX bonus material over SADX if given the option.

60fps is an upgrade, sadly it breaks many of the games objects. (E.G the tornado part in windy valley, etc)

It is compatible the SADX modded with the achievements?

You need the Steam Achievements Mod, which IIRC comes with both BetterSADX and PkR's Mod Manager.

I prefer the DC conversion. I played the DC version (a lot) originally and prefer its look overall.

Gamecube version is by far the best version of both adventure 1 and 2
