https://twitter.com/pkr_sadx is currently porting all DLC from the original dreamcast versions (both JP and US/EU)

The DLC was for the original Dreamcast version, and is not officially available for any other version. As others have said, there is someone working on porting the DLC to this version. Just give it time.

I remember seeing these on the original Dreamcast version and having my mind blown by the Halloween DLC!

Unfortunately, this was Dreamcast exclusive, but there are people currently porting the alternate DLC maps as a mod.
