Since the Sega Forever thing is only on mobile I really wonder how they want to make Dreamcast games run on it...I mean dolphin kinda runs gamecube games on high-end smart phones but I doubt they manage to do anything close to Dolphin judging by their Genesis emulator which apperently already runs bad on older PC.
I think there are emulators for Dreamcast on mobile devices, but I haven't used any because I have Null DC on my laptop for SA1 1998 and SA2.
I didn't know the Classic games emulator on Steam worked badly on older PCs, though my laptop is technically old as I got it in late 2013.
It's at least powerful enough to run Null DC without performance issues on my NVIDIA card minus the enevitable emulation bug like the Breakdancing Polygons.
That bug is when a character spazes out on a certain polygon and can't jump until they manouver off it. The Dreamcast versions only have those if running on a virtual machine.
Maybe Sega could develop a Sega Forever branded Dreamcast controller peripheral for use in both tablets and phones. Maybe also make it PC compatible for existing emulators and other games in general like those on Steam such as Super Meat Boy or Freedom Planet.
Not until Sega gets proper medication for it's 2D nostalgia fetish.
Until then stuff such as a possible NiGHTS: JoD, ShadowTH, Heroes, '06 or a Sonic R re-release will stay a dream, nothing more.
While I respect your point about their obsession with the 2D games, explain this:

Sega has a bad record to making promised things happen at least in my book.
You might see 2D games though.
What is wrong with the steam version of SA2B by the way? Missing multiplayer and chao stuff?
