In the B block, its the same thing. The code for the C block is displayed on a monitor. If you type in the B block code on the keypad in the B block control room, the C block door opens and you can go there. It will also add the C block keypad code to your task list.
So the monitor inside the C block displays the code for the A block. Like before, if you typed in the C block code on the keypad in the C block control room, the door to the A block opens and the A block keypad code gets added to your task list.
Please check it again and make sure it works properly, because from your description, I cannot tell if you inserted the correct code on the keypads or not for example, and maybe you missed the codes entirely.
You can check the codes before you even let the prisoners escape by the way. All the sections are opened up before this, so you can run to each control room and see the code on the monitor.
You will also see that on the last monitor, the one in the A block, it shows 000, as there is more code to be put in after this.
