You have to be a Druid to become a Shifter. Basically, you need 5 levels of Druid and the Alertness feat. Unfortunately, there's no Natural Spell feat in NWN so you can't cast Druid spells while shifted although some of the forms have spells or spell-like abilities.
Shifter's a tough class to play because you need to understand how item merging is handled by the game and the strengths and weaknesses of each form. If you're a new player and not an expert in the rules, you should play something else.
I think going for Dwarf or Half-Orc Fighter 8/Champion of Torm is great. You get so many feats and better saves against all enemy spells that way.
Great as a long sword and shield tank as each act has some cool long swords and they are probably the best weapon in the game.
Just be of good or neutral alignment and not evil and peak weapon focus in long sword as one of your feat and you are set to become Champion of Torm after getting 7 levels of a Fighter (but it is better to get 8 levels as a fighter as both Fighter and Champion of Torm get bonus feats on even levels).
In my opinion the most fun builds for me were:
Dwarf Lawful Good Fighter 8/Paladin 2/Champion of Torm
Dwarf Fighter/Bard 1/Red Dragon Disciple 10
